Have a project in mind? Tell us a bit about it.
Yes, you can run Facebook ads without a website. When you create a Leads campaign, Meta lets you send people to an instant form, a phone call, or a chat in Messenger, Instagram or WhatsApp, and none of those need a website (how to create a lead ad). You still need a Facebook business Page, a privacy policy link for lead forms, and someone who answers leads quickly.
Type “facebook ads without a” into Google and it suggests “website”, “facebook page” and “business account”, and in r/smallbusiness a thread titled “Do I need a website if I already have a Facebook page” has more than 40 comments. The answers below are for trade and local service owners who want calls and quote requests from Meta before, or instead of, paying for a website.
What can a Facebook ad send people to if I don’t have a website?
Four places: an instant form, a phone call, a Messenger or Instagram Direct chat, or a WhatsApp chat. You choose one in Ads Manager: click + Create, select Leads, click Continue, then pick the conversion location in the Conversion section at the ad set level (Meta’s lead ad steps).
| Option | What the customer does | Best fit | Watch out for |
|---|---|---|---|
| Instant forms | Fills in a short form without leaving Facebook or Instagram. Name, email and phone may be prefilled (about instant forms). | Quote requests where you need an address, postcode or job type first: cleaning, roofing, landscaping, removals | Forms are quick to submit, so some leads forget they asked. You have to call back fast. |
| Calls | Taps Call now and rings you. Meta optimises these ads for 60-second calls (create a call ad). | Urgent work where people want to talk now: plumbing leaks, electrical faults, locksmiths, boiler or AC breakdowns | Every missed call is ad spend wasted. Run the ads only when someone can pick up. |
| Messenger or Instagram Direct | Starts a chat. An automated chat can ask your qualifying questions before you step in (lead generation in Messenger, Instagram and WhatsApp). | Jobs where people want to ask a question or send details before booking | Slow replies lose the lead. Some messaging features are limited for ads delivered to and from Europe. |
| Starts a WhatsApp chat with your business. | Businesses whose customers already message them on WhatsApp | Same as Messenger: it only works if you reply quickly. |
One thing to know if you advertise in Ireland or elsewhere in Europe: Meta says certain messaging metrics, ad campaigns and messaging features are unavailable for ads delivered to and from Europe and Japan (click to Messenger lead ads). Check what your account offers before you plan around chat ads.
Do I need a Facebook Page to run ads without a website?
Plan on having one. Meta’s lead ad instructions start from a Facebook Page, Meta Business Suite or Ads Manager, and you need a personal profile to create a Page (set up your Facebook business Page).
Without a website, your Page is the only place a cautious customer can check you out before they call. Fill in everything Meta lets you add: areas served, phone number, email, hours, list of services, photos of real jobs and a one or two sentence description. A Page with no posts and no details makes a good ad look like a scam.
Do Facebook lead forms need a privacy policy if I don’t have a website?
Have one ready, because Meta’s own pages are inconsistent. Its instant form guide labels the privacy policy section “Optional” yet says in the same line that a privacy policy is required to run instant forms (about instant forms), while the Ads Manager steps call the privacy policy URL optional (how to create a lead ad).
The link also has rules. Meta says it cannot point straight to a PDF, an image or a download, and that the policy should be accurate and honest (privacy policies for lead ads). In practice that means a normal web page you control. Meta suggests covering what you collect, how you use it, whether you share it, how people can ask you to delete it, how to contact you and the effective date, and tells you to check your local laws.
A single page that holds your privacy policy and your contact details is enough to start, and it is often the first real reason a business without a website needs one.
Which no-website option should I pick for my type of work?
Pick the option that matches how your customers already contact you and how fast you can respond. Go through this checklist and take the first line that fits:
- Customers ring you when something breaks. Use Calls, scheduled to the hours someone answers the phone. Meta recommends running call ads only during business hours and found in an experiment that this delivered 25.4% more call conversions (create a call ad).
- You need details before you can price the job. Use an instant form with the Higher intent form type. It adds a review screen so people confirm their details, and it shows only in the Facebook and Instagram feeds on mobile (instant form types).
- You or a staff member answer messages within minutes all day. Use Messenger with an automated chat that asks the service, budget, timeline and postcode, which is the example Meta itself gives for a home renovation contractor (lead generation in messaging apps).
- Your customers already WhatsApp you. Use WhatsApp as the conversion location.
- Nobody can take calls or messages during the working day. Use an instant form and call every lead back the same day.
Worked example: a gutter cleaning business with only a Facebook Page
This is an example setup, not a client result. A two-van gutter cleaning company wants quote requests from three nearby towns and has no website.
- Ads Manager, + Create, Leads, Continue. Conversion location: Instant forms.
- Location: the three towns only.
- Form type: Higher intent. Questions: name, phone number, postcode, and one multiple choice question, “What do you need?” with Gutter clean, Gutter repair and Not sure.
- Intro text: what they get, for example “A fixed price by text within one working day”.
- Privacy policy: a link to a one-page site that also lists the business phone and address.
- A second ad set using Calls, scheduled Monday to Friday, 8am to 5pm, for people who would rather ring.
- Leads checked twice a day in Leads Centre, and every lead called back the same day.
The multiple choice question does two jobs: it tells the owner what to quote, and it puts off people who tap through without needing anything.
How do I track results from Facebook ads without a website?
You track leads in Meta and in your own records, because the Meta pixel only works on a website. Meta says you need a pixel set up before you can choose Website as a conversion location (how to create a lead ad).
- Form leads: download them as a CSV from Ads Manager, the Instant forms page in Meta Business Suite or Leads Centre, or pull them into a connected CRM (download your leads).
- Calls: Call insights in Meta Business Suite shows calls placed, 20 and 60 second calls and callback requests (create a call ad).
- Which leads became jobs: Meta’s “qualified leads” performance goal is no longer available for new campaigns without a Conversions API integration since April 2026, and existing campaigns are affected from August 2026 (how to create a lead ad). Meta lists Google Sheets and Microsoft Excel connections for sharing conversion leads data (download your leads), so you can feed it booked or not booked without a website.
At the very least, keep a simple sheet with each lead’s date, source ad, whether you reached them and whether they booked. Ad spend divided by booked jobs is the number that tells you if the ads pay.
What do you give up by running Facebook ads without a website?
Mostly tracking and trust. Without a pixel you can’t use the Website conversion locations or build audiences from your site visitors, and people who want to compare you with another firm have only your Page to look at.
Lead quality also needs more work. The default More volume form is designed to get a larger number of leads from people on mobile (instant form types), which is one reason form leads can be harder to reach than people who filled in a form on your own site. We compare the two routes in Facebook lead ads vs a landing page. If you are weighing up whether to get a site at all, do I need a website if I have a Google Business Profile covers the same question from the Google side.
Common mistakes when running Facebook ads without a website
- Boosting a post and hoping for calls. A Leads campaign in Ads Manager gives you the form, call and chat options above. See should I boost a post or create an ad. Fix: build the campaign in Ads Manager.
- Running call ads overnight. Fix: set an ad schedule that matches the hours your phone is answered.
- Linking the privacy policy to a PDF. Fix: put it on a plain web page.
- Leaving the form on More volume with only name and phone. Fix: switch to Higher intent and add one question that only a real customer would answer.
- Letting leads sit in Meta. Form leads wait in Ads Manager, Business Suite and Leads Centre until you download them or connect a CRM. Fix: check Leads Centre at set times each day or connect a CRM.
- Choosing Messenger when nobody watches the inbox. Fix: use a form or calls until someone can reply within minutes.

FAQ
Can I run Instagram ads without a website?
Yes. Instant forms run on Facebook and Instagram, and Instagram is one of the message destinations in a Leads campaign, using the same automated chat as Messenger.
Can I run Facebook ads for free?
No. A Facebook Page and its features are free, but ads and boosted posts are paid. What you can save is the cost of a website by using forms, calls or chat.
Is a lead form better than a website for getting jobs?
It depends on how you follow up. Forms are easier to fill in, so you usually get more leads but more of them need chasing. A website page asks more of people, so fewer leads come through but they tend to expect your call.
Why am I getting leads from outside my service area?
Meta says its location signals are not always accurate, so you may occasionally get a lead or message from outside your location settings (download your leads). Add a postcode question to your form so you can filter them, and see why Facebook ads show in other states for the settings to check.
